Why can't nurse practitioners fill out forms for fmla?

My boyfriend went to the er. then for a follow up he went to a nurse practitioner,who said he should be off work a little longer than what the er said. Now he needs fmla forms filled out by the nurse practitioner, to keep his job, an she said they dont fill them out.
